EXCLUSIVE: Somali immigrant identified as suspect arrested on murder charges in Portland ICE facility area shooting

The suspect arrested in connection with the fatal shooting outside of the Portland US Immigration and Customs Enforcement (ICE) facility earlier this week is a Somalia immigrant, according to online records. Mahmoud Said Ali, 42, was taken into custody on Saturday morning.

Ali has been booked into the Multnomah County Jail on felony second-degree murder and unlawful use of a weapon charges, jail records show.

Portland Police said in a press release that detectives learned of Ali’s presence in the 13100 block of Northeast Gilsan Street on Friday evening. Investigators requested assistance from the bureau’s Special Emergency Reaction Team (SERT) and the crisis negotiation team. Ali was arrested at about 3:30 am on Saturday, police said.

Authorities identified the victim as 42-year-old Anwar A. Osman, who sustained multiple gunshot wounds and died at the scene. The pair reportedly knew each other, according to police.

The killing occurred on Tuesday at approximately 4:10 am. PPB said in a press release: “A sergeant assigned to the Portland Police Bureau’s Central Precinct was on routine patrol in the South Waterfront when he spotted a vehicle that had crashed into a building in the 4000 block of South Macadam Avenue. Simultaneously, community members were calling 911 to report shots fired in the area.”

“The sergeant and responding officers approached the vehicle and found the adult male driver unconscious and suffering from gunshot wounds. Officers pulled the individual out of the vehicle and performed lifesaving measures. Unfortunately, the adult male was pronounced deceased at the scene,” said PPB.

Authorities said the shooting appears to have occurred at the traffic light at South Bancroft Street and South Macadam Avenue, which is located near the front of the ICE facility at the top of a hill. The victim’s vehicle rolled down the hill and crashed into a building. Ali fled the scene, according to police.

Ali lists his hometown as Mogadishu, Somalia, on his Facebook account. Police said Portland is his main residence.
