Armed Forces minister Louise Sandher-Jones highlighted external risks, noting: “Russia is not only a threat to NATO’s eastern flank. It is a direct threat to the UK homeland and these exercises, together with important measures like updating our ‘War Books’, will help prepare us to meet that threat, as well as showing the British public how seriously we are taking it.”
The government is also updating elements of the Cold War-era “War Book,” which previously detailed plans for industrial mobilization, food stockpiles, mass casualty management, and continuity of government operations. The Cabinet Office has revised the National Risk Register to include scenarios such as cyber attacks on critical systems, digital failures similar to the 2024 CrowdStrike outage, and foreign interference.
Operation Albiston Shadow aims to evaluate current assumptions and ensure readiness “should the worst ever happen,” according to officials.
