WASHINGTON — President Donald Trump on Tuesday proposed dissolving Congress and replacing it with a free artificial intelligence chatbot that would perform the same essential function as the current legislature: accomplish nothing.
Speaking from the Oval Office, Trump said the chatbot would offer Americans the familiar experience of democratic participation without the expense of salaries, pensions, or office buildings.
“Congress already does nothing,” he said. “People lie in hearings, nothing happens, bills go nowhere. Why keep paying for it? We’ll give the people a free chatbot that holds the same hypothetical hearings, lets witnesses say whatever they want with zero repercussions, and then does absolutely nothing. Same results. Zero cost.”
According to White House officials, the chatbot would allow users to convene simulated committee hearings on any subject. Participants could make accusations, offer denials, or invent testimony without fear of perjury charges or other consequences. The system would respond with familiar procedural language—“The chair recognizes the gentlewoman,” “We’ll take that under advisement,” “This hearing is adjourned”—while producing no binding outcomes of any kind.
The chatbot would also be designed to ensure that popular legislation remains permanently stalled. Officials specifically noted that measures such as the SAVE Act, which requires proof of citizenship to register to vote and which polls show is supported by roughly 80 percent of Americans, would never advance. “That’s a feature, not a bug,” one aide said. “The whole point is that nothing gets passed.”
Trump framed the proposal as a straightforward efficiency measure. “No more fundraising. No more C-SPAN. No more travel budgets. Just a free app that makes citizens feel like they’re doing the hard work of democracy while guaranteeing the same gridlock they already have.”
Reaction from Capitol Hill was limited. Several lawmakers issued brief statements saying they were “studying the idea closely” and remained “open to innovations that improve the legislative process.” One senior staffer, speaking privately, observed that the chatbot would simply formalize existing practice at a fraction of the cost.
The president said the system could be operational “almost immediately” once Congress is dissolved and would require no new taxpayer funding. “It does nothing,” he repeated. “Just like Congress. But free.”
