Her report indicates the Hanover Police Department stated that the suspect had no prior criminal record in Lower Saxony, noting: “Even under criminal law, no other knowledge from other federal states can be identified.”
Although tests for alcohol and drugs came back negative, the suspect’s “lack of willingness to communicate” prevented officials from determining if he was suffering from a mental health crisis.
Regarding the nationality of the suspect, the police told Kussman that they “communicate nationalities only in those cases where the act is directly related to origin. In the present case, this connection does not exist.”
The incident is very similar to a recent incident in Switzerland. In that case, an “African type” male was on the run from Swiss police after he allegedly dragged a 5-year-old child inside a playground bathroom in Basel and sexually assaulted her.
Directly before the sexual assault, he had beaten her 69-year-old female caregiver, according to the Basel public prosecutor’s office.
The man, described as “African,” fled when the door to the bathroom facility was opened, where he was found performing sexual acts on the toddler. Police and medical services arrived on the playground and treated the two injured victims. The suspect still has not been caught.
