US Secretary of State Marco Rubio says a preliminary agreement to approach Russia with a ceasefire proposal was agreed upon at a meeting between US and Ukrainian officials in Saudi Arabia on March 11.
Addressing reporters, Rubio, standing alongside National Security Advisor Mike Waltz, said, “We’ll take this offer now to the Russians, and we hope that they’ll say yes,” He continued, “We hope the Russians answer to that. The best goodwill gesture the Russians can provide is to say yes.”
“We’ve gone from if this war is going to end to how this war is going to end,” Waltz added. Specific details of the plan or what exactly Ukraine had agreed to were not disclosed. It appears this is the first phase in potential peace negotiations, and is designed to bring about at least a temporary ceasefire.
