A new legislative proposal in Washington state, known as House Bill 1596, aims to mandate the installation of speed-limiting devices in vehicles operated by drivers with a history of speeding.
This bill was introduced in response to concerns about a rise in fatal accidents linked to speeding.
During a hearing in the House Transportation Committee, supporters highlighted the necessity of an “intelligent speed assistance device” that utilizes GPS technology to restrict the speed of certain drivers’ vehicles.
Notably, these drivers would be allowed to exceed the speed limit up to three times a month.
The legislation would also require the installation of such devices for drivers during their probation period after having their licenses suspended due to racing or “excessive speeding,”
which is defined as driving at least 20 miles per hour over the posted speed limit. Additionally, a court could mandate the use of a speed-limiting device for specific offenders.
Democrat state Representative Mari Leavitt, a primary sponsor of the bill, emphasized the urgent need for this measure, stating,
“We’re losing Washingtonians and family members are losing loved ones unnecessarily, tragically and preventably.”
She underscored the intentional nature of speeding behavior, suggesting it contributes significantly to harm and fatalities on the road.
Data from the Washington Traffic Safety Commission indicates that in 2023, one in three fatal crashes in the state involved a speeding driver.
Furthermore, both the total number of fatal crashes and those specifically related to speeding have been on the rise since 2019.
However, Republican state Representative Gloria Mendoza raised concerns about the effectiveness of the bill in enhancing public safety.
She questioned how allowing speeders to continue driving, albeit with speed-limiting devices, would ultimately contribute to saving lives.
